OVERVIEW

Every summer, Central Health develops its annual budget for the next fiscal year. A fiscal year is the twelve-month period that an organization uses for budgeting, forecasting and reporting. Central Health's fiscal year (FY) starts on Oct. 1 and ends on Sept. 30 of the following calendar year.

    The Central Health Board of Managers approved its Fiscal Year 2023 budget and tax rate Wednesday, Sept. 8. The budget will lower property taxes for some Travis County residents, while expanding healthcare services for people with low income.

    These expansions are the direct result of years of planning, culminating in the recently adopted Equity-focused Service Delivery Plan, or Healthcare Equity Plan.

    The proposed FY 2023 budget is $300,750,381, with projected expenditures of $305,358,237.

    The new budget increases year-over-year spending by $90.5 million for healthcare delivery, expanding primary, specialty, and behavioral health care, substance use treatment, and pharmacy services. These are key areas identified in the Healthcare Equity Plan.

  • Access and Capacity

    Central Health plans to create greater access and capacity by increasing our number of providers and care teams as well as the availability of comprehensive, timely and high-quality care. In FY 2023, this work includes:

    • The continuation of our Eastern Travis County site expansions in Hornsby Bend, Del Valle and Colony Park
    • The development of a multi-specialty care clinic at the Rosewood-Zaragosa Neighborhood Center in East Austin

  • Care Coordination

    Central Health plans to increase care coordination focusing on transitions of care and meaningful exchange of data and information so that patients don't fall through the cracks as they move across the healthcare system.

    In FY 2023, this work includes the implementation of the Epic electronic health records management system.

    Central Health plans to focus on enrolling more people in our high-need planning and assessment regions - placing a high emphasis on people experiencing homelessness, justice-involve individuals, and communities in which English and Spanish are not the primary languages. Central Health also plans to focus on helping patients become more engaged in their own care through the use of technology and other means.

    In FY 2023, this work includes the implementation of the MyChart patient portal.

    Central Health plans on bolstering our system of care infrastructure to ensure a better alignment with partners for joint service planning and delivery, as well as timely sharing of data. In FY 2023, this work includes:

    • The development of financial and operational implementation plans
    • A focus on affiliations with healthcare and community partners
    • Continuing the development of direct clinical practices infrastructure
    • Identifying and supporting critical on-demand operational and administrative capacities

    AUSTIN) – The Central Health Board of Managers approved its Fiscal Year 2023 budget and tax rate Wednesday night that will lower property taxes for the average taxable homestead in Travis County, while expanding healthcare services for people with low income.

    These expansions are the direct result of years of planning, culminating in the recently adopted Equity-focused Service Delivery Plan, or Healthcare Equity Plan.

    The proposed FY 2023 budget is $300,750,381, with projected expenditures of $302,318,237.

    “Our uses of funds this year exceeds our revenues, but we’re able to balance the budget using contingency reserves,” said Dr. Charles Bell, Central Health Board of Managers chairperson. “This is why we have reserves and it’s part of our long-term strategy to continue expanding services to meet the needs of our community. The board also adopted a budget resolution demonstrating how we are demanding even more accountability of ourselves and our partners, including the Dell Medical School at UT Austin.”

    The new budget increases year-over-year spending by $90.5 million for healthcare delivery, expanding primary, specialty, and behavioral health care, as well as substance use treatment and pharmacy services. These are key areas identified in the Healthcare Equity Plan.

    The Healthcare Equity Plan identified gaps in care for people with low income, including specialty care services. To help address those gaps, a renovated Rosewood-Zaragosa health center will open in 2023 as a multi-specialty clinic to serve Medical Access Program (MAP) members. The clinic will be home to six specialty care lines: neurology, nephrology, cardiology, gastroenterology, podiatry, and pulmonology. Central Health is hiring specialists in all six areas, as well as advanced healthcare providers and supportive staff, to improve care and reduce wait times for patients needing a specialist.

    Central Health is also planning for the opening of two new health and wellness centers in Del Valle and Hornsby Bend, while continuing developments for a health and wellness center in Colony Park.

    To support the proposed FY 2023 budget, Central Health’s Board unanimously approved a property tax rate of 9.8684 cents per $100 of assessed property value. The FY 2022 tax rate is 11.1814 cents per $100 of assessed property value.

    The proposed budget and tax rate will now go before the Travis County Commissioners Court on Sept. 8 for a work session, with a scheduled vote for final approval on Sept. 20. The new fiscal year begins Oct. 1.

    This fiscal year, Central Health’s staff have met with 630 community members to inform them of our efforts – to increase healthcare services to better meet the needs of Travis County residents with low income – and gather their feedback. Input from our community last fall helped shape our Healthcare Equity Plan, which was adopted by our board in February 2022. In June, we shared our Healthcare Equity Plan with community members and groups who helped shape it. Lastly, this month, we’ve held three Community Conversations and a few listening sessions at community group meetings regarding our proposed FY 2023 budget, which will help us achieve our most immediate priorities outlined in the Healthcare Equity Plan.


    CENTRAL HEALTH’S PROPOSED FY 2023 BUDGET

    Every year between June and September, Central Health develops its annual budget for the next fiscal year. A fiscal year is the twelve-month period that an organization uses for budgeting, forecasting and reporting. Central Health's fiscal year (FY) starts on Oct. 1 and ends on Sept. 30 of the following calendar year. Our FY 2023 budget begins Oct. 1, 2022.

    Central Health staff plans to prepare the FY 2023 proposed budget at a property tax rate of 6% over the maintenance and operations no new revenue rate, maintaining the lowest tax rate of any urban hospital district in Texas. This budget will help achieve priorities approved by the Board of Managers in the recent Healthcare Equity Plan. Each strategic priority for FY 2023 supports one of the four objectives outlined in the Healthcare Equity Plan.

    1. Access and capacity: increasing providers and care teams

    2. Care coordination: optimizing transitions of care

    3. Member engagement: enhancing the engagement of our health coverage programs members and expanding enrollment in high-need regions

    4. System of care: joint service-delivery planning and timely sharing of healthcare data
